The Failure of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Stumble
Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: hopeful statements are released from different nations. Considerable effort is expended on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the primary tool for achieving "settlement".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capacity provided through timely intelligence. From witness perspectives, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – modern combat jets provided to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: several firings deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by partner states. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly transforms into grim resignation: perhaps the incoming missile won't strike its target this time, sparing the city from devastation and further power outages.
Persistent Threats
Soon after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a rapid response unit – probably imported technology. Sadly, the bullets missed the hostile drone – it maintained course toward its destination.
Periodically, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, devastation and utility failures in multiple buildings as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's vital need on external assistance – a dependence that European nations are clearly incapable to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from US administration provoked deep reactions, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This trend will, undoubtedly, endure.
Tactical Assessments
It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership operates on a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The White House believes that it is unfeasible to pressure the Kremlin to surrender the areas that it currently occupies in Ukraine's southern or eastern regions.
The challenge is that while acknowledging this situation, Washington does minimal to discourage Russia, through statements or actions, from believing that the current condition will not change more in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a complete military breakdown until circumstances change in its benefit.
Current Realities
Factually, there are no real preconditions for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not move to homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.
These opposing factors are guiding negotiations.
Assessment and Future
It took a just a single week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, latest revelations, all did their job.
While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and demonstrate particular unwillingness to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on sustained allied backing.
